How can a grown adult get a new mother?

would it be a foster parent? i had a friend who has fetal alcohol syndrome- which only affects him slightly and he already has a father and a step mother who treated him horribly(the step mother). the step mother had him moved to a group home where he was than investigated by the company who ran the home for ual conduct with the woman who at that time ran that home. the woman never made the allegations for ual conduct and i am unsure on any more specifics other than the fact he was somehow barred from coming within 200 feet of her house. that woman is now apparently his mother. he now lives in a new separate foster home ran by a man who has no relation to the woman who originally ran the group home BUT the woman who ran the group home is now his mother. how can this be? he didn't want to talk to me about it and i am deciding to break all contact with him as this really creeps me out. can he possibly be being abused somehow or is it possible he is in some kind of cult?? can anyone please help me on what they think any of this means?
